Add to that younger players and the best players for each team will want to move on mostly as thats what footballers do see the pot of gold and run for it while they can, you cant blame them in that respect but noone will be able to hold onto their wonderkids regardless of this over 21 rule.

And that adds to the argument to at least amend it, if not scrap it. The L1/L2 clubs aren't going to want to lose their young players too cheaply. Obviously its the end of another revenue stream. Most clubs will see its not working as intended, the only question is how long it will take.

This. If Asda, Tesco and Morrisons colluded and conspired to artificially depress the wages of their employees they'd rightfully get dragged through the courts. How is all the teams in L1 and L2 artificially depressing wages any different?
The cap is one of those things that could work, but only about 5 years down the line after years of it not working properly, and only in a closed league. In theory once the bigger teams have lost all their higher earners and there's no more players not counting within the cap then you have a level playing field; it comes down to how good your academy is, how good your recruitment is and getting the fewest injuries. That's exciting in its own way, and teams can grow their support by getting it right repeatedly and winning the league because they're the best at recruitment and tactics not because they are a historically big club. The problems come with promotion and relegation; you can't just make a relegated team sell all their players when they go down, so exceptions have to be made under the cap and it makes the whole thing ridiculous. We're also not at a level playing field from the start so there will be years of adaptation that will be worse for the league than the eventual result. It's just not an idea that will work in reality.

More caution than anything probably rather than preparing for League One next season... Salary Cap means you cant take as much risk anymore
Reading the article the paraphrasing by Rich in his tweet doesn't make much sense. Bowyer doesn't say "We couldn't compete over Sorba-Thomas because of the cap" He just said they got blown out of the water by Hudds, then goes on to say they want to bring more players in but are struggling due to the cap - as we all know. I don't think the two points were connected

It could also go the other way though when championship / prem club owners realise they are not paying out 99% of their turnover on player wages, especially as they can now hide behind coronavirus as a reason. Less money for players = more money for shareholders

In this case, with the assumption that we have the money, and the opponents don't, we have to offer them the money to get what we are allowed in order to win the game.
Therefore, we buy their best young players. We organise the squad so that we have fewest senior players on the highest money in the league. We might have to have just three or four senior players for every six or seven youngsters, but we'd have the best of each category in the league. Contracts would have to be cleverly done so that each year only a certain number of younger players become senior, and each year you have to sell off this number, bringing in the equivalent of the best younger players in L1&2 to replace them.
Whatever Davis’ personal circumstances he was poor for us and a sending off waiting to happen after picking up regular bookings. He was a last minute boost the numbers signing. There must be better options out there a Lapslie recall for a start. It’s a big NO from me.
The salary cap is a nice idea in theory, making it more of a level playing field and trying to curb excess spending and silly wages, but when has life been a level playing field and since when do people doing the same job in similar companies get paid the same, or rather have their salary capped? Imagine City brokers being told your salaries are being capped at x and the exceptional ones end up being paid the same as crap ones? And isn’t it somehow a restraint of trade or something?

BUT if we hadn't used the super duper phone to sign him last January, and instead had picked him up for a nominal fee in October, I imagine most people would have been reasonably satisfied. As a midfield shield, I'm sure he would have been more effective than say Watson
