Considering our league position when Powell was appointed I wouldn't be surprised if the board expected promotion that year and therefore we were a year behind in their plans straightaway.
I know this thread has descended into madness but maybe the five year plan is still on track....if we look at it as in year=season
1st season/year - consolidate and let all contracts run out
2nd year/season - sign new squad, let them bed in (remember the players signed are signed with the view to being able to compete in the championship)
3rd year/season - promotion from league one
4th year/season - consolidate and let contracts run out
5th year/season - sign new team for premiership push
It does work in regard to all of the quotes from the club/Powell that we went up a season early
Unfortunately football is not like a business plan and you have to be fluid. Its alright saying we would consolidate in this league before we push on, but looking at things currently that could realistically mean relegation at the end of the season and the plan is then shot to pieces. IF this was the plan then things now have to done to put it back on track. ie spend money/recruit players etc.........and I just don't see it.

Maybe the cash man is back...probably not
