It's not fraud though, is it? Fraud is "criminal deception; the use of false representations to gain an unjust advantage". There's no advantage to whoever sent this is in. I can tell you from my experience on Thanet Council that even when cabinet formally reported situations to the police about the way grants had been handled by a previous administration with the involvement of activists, would-be councillors and other members from the then ruling party as recipients, involving tens of thousands of pounds of public money, the police found it "not to be in the public interest" to investigate further. There is no way they are going to waste time on this.

I, too, would find it extraordinary if the police felt there was any merit at all in pursuing this. (They'll be too busy investigating the TSG's fraudulent overtime claims won't they?)

Not being any kind of lawyer, but I'm sure that there must be something like intent/conspiracy to cause a breach of the peace that a certain police force may find in their rulebook....

It's as freely editable as a wiki page, the only thing is a forged signature, but it's no fraud - it's a prank. New Head of Comms should know better, but it's quite obvious they're only there as a post and a scapegoat for Katrien, but it's more wages for Roland to pay out for.. Slowly, slowly we'll get there.
