The only change that might be seen as “tinkering” is Watson in for Smith. Otherwise all of these switches make a lot of sense.
I don't see the sense in not starting Aneke (our top goal scorer) when he missed Saturdays game - hardly needs resting does he. And the fact that he usually come on in the 2nd half when we are losing.

I suspect Bowyer has picked this team with a view to Saturday. He is probably hoping to start Aneke against Blackpool so is looking for us to do well enough in the first half to not have to give him too many minutes.

Gunter and Maatsen were awful on Saturday, so I don't have a problem with those changes.
Neither of them were brilliant @ Burton either, despite the former playing Centre-Back so a bit like the Rochdale away game where Bowyer took the performances from the second half, I'm not surprised he's made selections from that 4-2 defeat performance in mind
I get the frustration about the midfield 3 but something has to give if we are playing two wingers. Shinnie will get forward with one of Pratley or Watson but we have to be mindful that playing with three up top means we are susceptible to the counter especially down the wings. It’s an attacking formation even if some don’t like the personnel.
But then we're not playing 442 with 2 strikers, we still have the same 3 attacking players starting as we had on Saturday - Ronnie, Stockley, Millar vs Stockley, Millar, DJ
