It happened because those at the top are incompetent and it's having an effect on everything and everyone underneath them. They are putting all of their time and efforts into stopping protests and protecting image, so much so that they have totally disrespected the families (both imo) of these men. If you're going to make a big thing and show respect for the man and his family, then do it properly.
