Let's look at it from his point of view. It's not like moving from one job in London to another, he'd have to completely uproot himself (and his family?) from Hungary to London - the Belgian based managers can at least get a Eurostar back home. And all for a job with zero long term job security. Why go through all that hassle?
Can we not just have no manager? Or do a kind of 'rush manager' where whoever's nearest the technical area gets to flail their arms pointlessly for a few minutes...
