Don't know but wouldn't be surprised if the FA is closed so it wouldn't be possible to register him.
And if he is an overseas players would his FA be open to issue an international clearance.
So he could sign all our papers today and still not be officially transferred as the other papers haven't been done.
I think Chris Parkes once told me that in some deals there are up to 15 different documents to complete.
