I was wrong - I had assumed Chilwell to Strasbourg was a loan but apparently it’s a permanent. Would leave one more open spot for them to loan a player out internationally.BalladMan said:

Listening to the Guardian football weekly, their net spend though was in the £200 m's as they recouped through sales and if taken over 2 seasons its around £100m's per season, so not quite as highThe Red Robin said:

Just a hunch but I wonder if there were so many deals sent at the last seconds that they didn’t all go through and they have to decide on an individual basis as to whether they were sent on time.1

Chelsea have only just announced Jackson to Bayern so could be that they have some stuff to get through still or they were too busy getting that over the line to worry about Fofana's move.0
