Haaland hasn't played a team bottom of the Championship in Ulm, or virtual no-hopers in Finland, Dinamo Zagreb or Holsten Kiel though. Also fairly sure it's harder to score goals in general playing for Norway than it is playing for England. So yes whilst Kane has been in fine form so far this season, as have Bayern, the level of competition has been far greater for Haaland and Man City, making it far more impressive2 - 
            
5 of those 11 were penalties though compared to Haaland who only has 1 penalty from his 10 goals.
