Nope, part of each foot on, means your whole foot can be over as long as part of it is on (the heel as it's the rearmost part of the foot)
Sorry but please tell me where in the laws it mentions a heel. It literally says “on or behind” but you interpret that as “part of your whole foot can be over”.
