Purely a guess but I would think a delay might be because of obtaining additional/ supporting evidence from the UAE. If it’s purely workload then that’s outrageous.

The EFL do not believe they have received what they would need to sign off the deal at this point. It's not been rejected, it just hasn't been accepted. No detail beyond that.
Banks in the UAE follow the same anti money laundering rules as most of the rest of the world, so it shouldn't be too difficult to obtain a letter from the appropriate UAE bank certifying the source of the funding to be used.
There will, however, be a process involved in getting such a letter issued which will probably take a period of time to complete. Such documents tend to be signed off at a pretty high level in the bank, so it is not going to just happen. Hopefully we are just waiting for this certification to be completed.
My ex company used to do KYC for Gibraltar investor and it was often same day approval. And this was in murky world of online gaming.

As I’m sure you know Pete, (probably better than I), paperwork in the UAE can take forever due to red tape/jobsworth attitudes etc. However, as I’m sure you also know, influential people in the UAE - particularly those with links to royalty - are able to bypass an awful lot of the red tape etc with a simple word in the right ear. If this is a paperwork issue, I can’t see that it would take too long, considering Nimer’s connections.
