The one for Footscray Rugby Club is to help us and them. We need to have a certain number of active pitches and would fall below this level whilst works were ongoing. We've said we will put up a couple of pitches on their land, we would share them and then they can keep them once we are fully up and running.

If it is halted for technical reasons, or availability of supply of materials then presumably that means delay. If the work is halted on the say so of Roland maybe he is deciding on significant change in his approach to the club. Capital investment is exempt, I think, as is revenue spending on the academy, at least in the Championship? I assume it is in L1 too, but haven't checked.
Edit: actually if L1 is just based on wages to turnover, it's irrelevant, not exempt.
Interesting - this might explain why Russell Slade attributed delays to "access", but it doesn't really stack up as the issue is supposedly about a road linking community facilities of FRC and CACT. This has nothing to do with the CAFC facility nor does it explain why it is now to be built after the CACT one, which was clearly not the schedule previously set out by the club.
The Footscray Rugby Club development alongside Sparrows Lane was approved last night according to a gent who works at the Rugby Club. Now will we see some building action?!
