Officials from the Northern Premier League, Southern League and Isthmian League plan to meet on Saturday to decide how to restart their seasons.
Levels below the National League can resume from Wednesday but restrictions on fans and sale of food and drink may make it financially unviable for some.
Clubs in tier three must play without fans and tier two sides must shut their clubhouses unless used as restaurants.
And anything bought as a takeaway would need to be consumed outside the ground.

I think I've mentioned previously that my daughter's boyfriend plays for Witton Albion in the Northern Premier League. The issue seems to be from what he tells me is that the funding being offered is loans rather than grants and the clubs are not willing to increase their debt, particularly because they can't open bars and sell any food.
He also told me how slow the governing body who runs the league reacted and managed the whole situation reminded me of the EFL .
I think the structure of football in this country as a whole is lo longer fit for purpose.
Welling scored a vital last minute equaliser against Braintree away tonight, finished 1-1.
Tickets are available for their home game against Chippenham on Saturday. Am reluctant to take a chance but they played a friendly on Saturday against Erith & B and apparently everyone adhered to the guidelines.
Was at Dulwich Hamlet tonight. Slightly over 1,000 there (capacity limited) and beer was on sale.
Dulwich beat Eastbourne 2-1, felt a bit like a normal Tuesday night match which was nice.
That's where the current football capacity rules make little sense. 1000 people in a ground that only holds 3000, with little social distancing, when we can only have 2000 in a ground that holds 27000, and Spurs and Arsenal 2000 in state of the art stadiums that can hold 60000

It's a total nonsense.
It should be done on a % of capacity. I know it's so they don't overwhelm public transport etc, but they could just allow fans who live within a certain distance from the ground.
Liverpool the other night had 2k in the Kop, no reason they couldn't have had at least 2k in each stand.

Thing is how long has it taken us to sell 2000 tickets for the Wimbledon game? Are we saying double the tickets and they are available to fans within a mile radius of the ground.
Hartley Wintney have a capacity of 2000 well squeezed in and can only take 400. Not that's an issue as they only get about 150, but shows how daft it all is.

Following the decision by the FA and DCMS the club has sought further advice and will not travel to tonight’s scheduled match vs Maidstone United.
As a club our first thoughts have to be with the players, staff and officials of both teams who will be forced to play a match in Tier 4 against wider Government regulations. As a ‘non-elite’ team, we do not accept the decision of both bodies given all the news coverage and medical expert advice provided.
We will not put families and lives at stake. It’s clear that no football match outside of the top level is COVID safe. We will not demand that our players travel in separate cars across the country to a tier 4 area. We have no clear clarification on the insurance procedures and coverage either. We’ve also been truly shocked by some of the wider fan comments who have a very reckless view on COVID and its effects. But more disappointed at the collective decision that has been made.
We are not withdrawing from the competition, and believe the FA can still make a sensible decision to postpone until it is safe to play. We will await further communication from the FA.
The Northern Premier League, Southern League and Isthmian League have recommended for their season to be ended and declared null and void.
All three 'Trident' leagues, which represent steps three and four of the non-League pyramid, issued statements on Friday following a meeting of their combined boards to discuss the effect of the latest UK lockdown.
Clubs will be surveyed for their views on whether the season should be terminated and what any alternative scenario might look like.

The Club can announce that, following Tuesday evening’s defeat to St. Albans City, Brad Quinton and his management team have been relieved of their duties.
The Wings lay at the foot of the table after a run of one win in 11 games in what has been a stop-start season.
