As far as I am aware, it is still an offence for the goalkeeper to handle the ball outside the penalty area? Second half last night, there must have been a dozen occasions when the Posh keeper's standing foot was a yard/metre outside his 18-yard line for clearance kicks, and each time the lino stood level with the line as the keeper prepared, then as the latter went to make the kick, the lino was sprinting toward half-way, never looking at the actual kick. That, plus some absurd offside flags from the West Stand lino and 'several' inconsistent decisions by the ref - such a poor set of officials!
Where his foot is is irrelevant (or any other part of his body) -it's where the ball is, and was ever thus. As long as the ball ceases to be in contact with his hands whilst the ball is still in the box then no offence of handball occurs.
Watching closely on the last few occasions, the ball was still in the keeper's hand with his foot planted outside the 'area'. I doubt there is any video 'footage' as nothing of consequence came from his clearance kicks.
I noticed it in the second half a d watched carefully, to be fair to the keeper he had always thrown the ball in their air to kick it before the ball left the area so he was just making use of every cm. It could have been very affective but generally meant he just kicked it further into the left hand touch!
Funny we have been talking about this for several weeks. We sit just to the left of centre of the half way line in the back of the east stand. He did this a lot in the first half too.
What amazes me is that the linesmen base themselves inline with the edge of the box to check goalies dont do this.
Cant recall ever seeing a goalie penalised for this for years.
Special praise for all officials last night they were bloody awful.

As long as a small part of your foot is touching the line it doesn't matter if 99% of your foot is over the line. Edwards foot placement is perfect.
