The reality is, at this level, if you want to sign quality players they will likely have question marks attached. Yes it’s possible to pick up young players on the way up in their careers but you won’t get all the good ones are there is huge competition for their signatures. I’ve never knowingly seen Papa Soare play, but his entire career has been above League 1 standard and up to his injury he’d played a good number of matches so he must have something about him.
The question mark is the injury and can he get back to fitness but if that question mark didn’t exist we probably wouldn’t be able to sign him so that is the compromise on this deal.

Spoke to my palace mate who I mentioned with the Innis signing, again he said we have an excellent signing but only if we can get him match fit because of the unfortunate circumstances he has had to deal the last 2 years

Saw enough "don't want him he played for palace" nonsense when it was said he was on trial. Can't have much between the ears some folk. Decent signing, hope he does well.
Mentioned to a Palace fan that he was training with us ( this was before he signed ) for his thoughts, said he had a sweet left foot delivery, had done preseason with Palace and had been playing in under 23 matches.

With the new financial impetus Troyes declined to take up the year option.
I cannot speak as to why he did not pursue any other options last year but the management of COVID across France has until recent months proved extremely problematic. Simply travelling to and from the UK without specific purpose was very difficult.
Relocating across France with widely fluctuating regional infection and vaccination rates was little better. Troyes is 2hrs from Paris. In very large part the pandemic saw a mini exodus from most metropolitan areas to the less populated rural areas.
You would probably need a compelling offer to uproot your family in such circumstances.
Equally few Ligue 2 clubs were/ are exactly blessed with cash last year or this.
He will not be alone in having such a hiatus in his career.
It is some years since I saw Souare play. IIRC he was a fairly cultured footballer, with good pace and a competitive edge. He was well respected by Palace who have supported his return to the game.
He was recently on trial at Coventry where Robins obtusely referenced financial restrictions before he elected to secure Maatsen.
Ultimately however all the profile and recommendations will do is open the door, getting the contract comes from what management, the coaches, the medical and training staff see on the training ground not an interpretation of Internet data.
