Of course clubs can speak to his Agent but no terms could be discussed (unless said club says we'll offer £20k p/w) as they've still got to negotiate a price with us before they can actually speak with the player

I'd like to think that the "strange" ideas have to do with ambitions to devote money and resources to the women's team to elevate both the women's and the men's to the upper echelons, as per the Sheik's statements... No doubt Bowyer would find that strange but not bad... Probably not, and we don't even know the Sheik's involved, but I'm choosing that to cling to!
I think they aim to bring all aspects of the club together: the first team, academy, women’s team, community trust, etc. How they plan to do that exactly, I don’t have a clue. But I think that Southall has a plan and ideas to do just that. For me, that’s what is ‘strange’. Just how feasible and successful it will actually be, will be interesting and exciting at the same time. They certainly have the money to make it work. Building the training ground development to have it all integrated together I feel is a key part of this.
With that, I hope it allows for more vacancies and opportunities for people in the community who are qualified. I know the trust have agreed a big contract with someone I am not prepared to name, but the future work and plans are interesting and possibly in years to come the new training ground could play a part in that.
Overall, it will bring the club even closer to the community and I think they know if they can tap into that side, we have a huge area to improve and make ourselves a real force.
I’m just looking forward to it being announced and we can all move forward in a positive direction. The sooner that happens, the sooner Bowyer can also get the help he needs for the squad and us and the club can really kick on together.

I hope you are correct @sage as I've long wanted the Community Trust (note that TN posted their badge on Insta) and the women's team, the LGBT+, the deaf team et al to be integral parts of the Charlton Athletic, not add ons that receive no funding but are used for good publicity when it suits the owners.
I reckon he’s just showing off his new purchase, not necessarily to charlton fans but other businessman on there that must follow him, scrolling through his followers I found a ‘saeed Nayhan’ which I can only assume is one of the ruling family.

All those groups proudly carry the name of Charlton Athletic and should be under the umbrella of the club not just in name. I as a supporter am proud of all their respective achievements. Let’s hope @Sage is on the money as it were.
