No. He may have left the first club to join the second and still be employed by the second. The thread title says he 'must be available' but as someone else has pointed out every manager is available if you have the money and commitment to get the man you want.

Our turnover is 12 mil per year. The median wage of a PL manager is 3 mil. We are NOT spending 25% of our wage bill on a manager.

There are limits. We are likely limited to a manager for less than 500k per season and possibly 250k and that really narrows the field.
