An "agreement" may not have been a full formal contract. It could have been (in lawyer speak) a Heads of Terms. When the formal contract was placed in front of Wilder, it may have not been explicit in terms of player recruitment or reflect what had been verbally agreed. Meire as a lawyer would be fully aware a breach of contract can be sued upon so I suspect she knows that what is actually signed is not water tight.

Yes, we want a manager who knows league one and how to get out of it. Most of those will be British, but the thing we should be looking at is the experience not the nationality.
