That figures - because Bexley Council owns the land, what it thinks will have a lot more sway. I've no idea why they thought Bexley would even entertain the first plan, though maybe it was always intended as a first approach to get something smaller...

In addition to that, I've actually just spoken to the Welling developer about something else and asked him what the latest was on PVR - he said they were hoping to submit new plans by the end of the year. Because Bexley has so much leeway over this through owning the freehold, the fact that they seem to be in constructive discussions seems to be a good sign for this getting off the ground.
