More than happy with second tier footy as long as scum are finishing below us and don't think I could handle palace in the top flight for too long lording it over us .... In fact if we stayed in the 2nd tier and finished above scum and palace with the occassional win against them .... I'd be content with that .....
I too would be happy with 2nd tier football for several years - unless there was a massive investment in the club that meant we could go up and compete (ie stay) in the Premiership.

We don't need to rush to the prem within a couple of years. We're simply not at all ready and to go for broke to try and spend our way there could well backfire spectacularly. 1 or 2 year plans usually focus around just that so would be a terrible idea.
Disagree about Brighton - not massive spenders on transfer fees perhaps, but a significant amount is spent on wages (Vicente, Bridge, Upson).
Also disagree about mid-table being one step away from relegation. Ipswich, Derby, Watford have all been relatively stable in mid table for a number of seasons.

I'm not saying it won't take 5-6 years, but how can you have a 6 year plan? We will improve by .5% this year then 1% the year after then .5% the year after that etc.... - the notion is ridiculous when refering to the playing side of things.

I know throwing money at it is not always the answer but in order to progress on the field you need firstly management stability in order that a plan can be properly implemented. You need support for the manager from the board to have patience and invest in the team and you also need luck. It's only the last one that comes free. All the other bits need money.

Look at Leeds for example,a big club that hasn't been in the Premiership for eight years and counting...
