My older brother works for Solent and got me and younger brother tickets via the BBC, normally these would be in home areas but older bro spoke to a couple of contacts at the club and it wasn't going to be a problem for us to be let in the away end. But suddenly after the weekend and all the EM stuff, they have said we can't now do this and will have to be in home areas.

I wound't have thought this is a data protection breech as it is based on a legitimate (to them anyway) public safety concern.
When you give your personal data to an organisation it is for a specific purpose and only that purpose (eg as a marketing tool). If another organisation comes along and says they would like to look at that data (or get you to look at it for them), they can't unless it comes under the original purpose (no matter what their concerns, legitimate or not). In my mind its a data protection breach and could be passed to the Information Commissioner.
Unless they have a legitimate concern and they want to use the data to prevent crime. They are not using it for marketing reasons.
