Wild horses could not drag out my source of information, but this is a nailed on certainty, I'm afraid, although 'rejected' is not quite right ... more like 'failed to make an offer' after watching him six or seven times. I did make a post to this effect when I heard about it several months ago, but without naming Chris Smalling outright. 'A young Maidstone defender who has appeared as substitute in the Premier League this season' was about as far as I went at that time.
It reflects a degree of indecision in our scouting staff, I'm sorry to say ... which is even more surprising when you consider that picking up young players from the lower leagues is a fairly low-risk strategy in financial terms.
