To be fair if London had flooded half as bad as Sheffield it would have been talk of the media non stop
I don't think it would be treated any different meself.
I'm sure The City / West End can't ever flood, thanks to the Barrier, but parts of Greater London and the Home Counties have been in flood a few times is recentish years and it was dealt with exactly the same, weren't it?

Why?
Because it isn’t a National issue.
A national emergency isn't one that affects the whole nation, but one that is significant enough to require a response at a national level. If the current floods aren't classified as such, they really ought to be.
