It's a question of building up their match fitness. Both could have played in this round of county matches. But there are no opportunities before the next Test although, prior to the advent of The Hundred, there would have been because we wouldn't have been playing five Test matches in six weeks.4 -
England must have known a few days ago that they wouldn't pick Wood, so could have released him on Saturday to play for Durham in their current game, with strict instructions as to how many overs he could bowl.3

What games would they play between now and then that would benefit them more than working with the Test coaches? I don't think there are any.
England are quite happy to release players to counties with stipulations about the number of overs they can bowl per innings/per day as they did with Sam Curran most of last season. Don't see why the same couldn't apply here.2 -

Didn't Stokes say that Woods needed another weeks recovery, and would be ready for the next test, and it's not a case of going up to Durham to play0

This is what he said:
"We wanted to play Mark Wood. We felt that he could definitely start the game, but with conversations we felt the extra week of build-up and getting his loads up would give him a better chance and an opportunity to play a full part from Leeds onwards."
We don't know why Woakes isn't playing and he hasn't played a red ball game in the last 7 weeks. Bowling 4 over white ball spells in T20 isn't going to get him match fit to bowl 30 overs plus in a Test.2 -
