Think the idea is to scrap relegation (so there is not an election) and allowing promotion. So use our club as an example scrapping relegation would allow Charlton to get promoted an compete at the WSL level.
Loads of dead rubbers towards end of season if no relegation.
Why would teams not in the closed shop invest in coaching and facilities if they cannot progress?
Why not have a play off system? No relegation will be bad for the league for the reason you have stated.

Relegation can not be scrapped for ever. Otherwise you have a every team in the new place. The suspension of relegation can only be until an agreed number of teams are in the wpl 1 and possibly 2 if there is such a 2nd tier wpl.Then I suppose no promotion or relegation from then on.

The plan is probably to get the total number of teams up to something like 32, across the 2 divisions, then call it a day and move on with that.

You're right pretty much, and this would benefit Charlton W as a concept.
Turning the top two divisions into a closed shop in (say) 4 years' time once the division sizes are where they want them would still probably leave some Premier League clubs shut out. Clubs like Forest, Wolves and Bournemouth would have a decent chance of winning promotion in that time, but couldn't be certain. I can't see a closed shop that locks us, Bristol and Durham in and Brentford outside lasting forever before money eventually talks, quite apart from my general opposition to the concept of closed leagues.
I don't see why to increase the size of the league they cannot do 1 club down 2 up. Once the league is the desired size it becomes 2 down, 1 up automatically, 1 up through play offs

The answer is self interest. The worst team in the division want to be able to invest knowing they won’t go down. Championship clubs know they have to invest a huge sum to most likely still go down. The solution is actually a more equatable share of prize money and TV money but that will never happen.
An expansion slowly is probably more fair than teams applying for the extra 4 slots in the WSL, it’s annoying though as we would be a great candidate in that circumstance!
Yeah it's a shame they don't just say "fuck it, 4 new clubs up, no relegation" but then you'd need to find 9 clubs to promote to the championship, and that's more complicated as the National leagues are regionalised and contains 24 teams in total, many of which are part time and semi pro at best, or fledgling women's teams of bigger clubs that haven't progressed yet
