It does have access via a lift which from memory is i think close to the lower covered end entrance turnstiles. This probably needs to be unlocked/ turned on as i don't think it is routinely open let alone stewarded (not sure).

I have only used the bar occasionally but never had my ticket checked. I would think away shirt wearing is a step too far, though personally i would rather everyone use their discretion rather than a blanket rule (which may be asking too much on a permanent basis!).
I've been in there more than a hundred times and my ticket has been checked without fail on every occasion for home fans only.
Surprising, I go in there before every match and after every match, so ~46 times a year (God that’s depressing) and I genuinely don’t recall ever being asked to show my ticket.

I don’t really see an issue with away fans going, as long as they aren’t dicks. We were in the Wigan equivalent of Crossbars before the match yesterday which was nice and the Wigan fans were very welcoming and wanted to chat with us about the forthcoming season.
Bags and tickets on entry every time, maybe they know your face.
The big Carl Leaburn like security guy, that has been there for many years and acknowledged that I'm a regular said he knew me, but his boss, the smaller guy, still refused my admittance for a cup game as my mate had my ticket.
