Lot of media chat around referees opting out of taking hard decisions cos they rely on the VAR team making a decision for them .. I am sure this is all too often the case .. allied to the 'an early red card ruins the game' school of thought

To a certain extent that's the way it should work. The referees should be allowed to let the game flow, safe in the knowledge that if they did miss something that VAR is there to back them up. Surely that's the ideal solution for everyone? More free flowing games, without continual stoppages (usually on based on a guess something might have happened), but with the big decisions still being made correctly.

The issue really is that for far too long the way the refereeing has been based on the underlying fact that you're better blowing for a potential foul and then justifying it later if need be, rather than potentially missing something and getting marked down. That has led to overly fussy officiating and an inability to let the game flow.
