No new apartment block ever gets built unless there is big profit to be made for the speculator.
And comparatively very few houses are built for local need - there's no big profit in that.

When you consider the number of empty homes; homes bought by absent foreign investors and not lived in;
2nd homes occupied only for a few weeks a year, plus homes now let as holiday accomodation ..... it's not so much lack of housing, more that such a big percentage of housing isn't actually in use as homes.

How did that happen?
