I have noticed that KM's message has changed from 'our priority is to be a Championship club with PL ambitions', to 'our priority is to return to the Championship this season and we have a top 6 budget' to 'our priority is to return to the Championship as soon as possible'. The last a subtle, lawyeresq change in wording.
I have also noticed we made a loss of £13.5M last year and that in the next 12months our turnover will be hugely down on the year we made that loss yet we can not change our fixed costs significantly and still have higher earners on our budget we can't shift. Further, KM has said in a number of occasions that we will not repeat the level of losses again. I suspect this leaves our total wage and transfer fee budget in the negative category meaning a lower wage budget for next season and more money in transfer fees coming in than going out.
I have further noticed that every single transfer window since they arrived we have been ever so close to getting 2 or 3 game changing signings over the line only for them to suspiciously not happen each time.

I'm guessing that he has been asked to make cuts across the team and coaching staff. Apparently Simon Clark was offered a role by KR but not one that he felt suits his skill set. Simon is a coach but it was a different role as KR decided that he wanted Lee Bowyer as the main first team coach and not Simon. Simon has more of a coaching history with the players and staff all through the academy and club than Bowyer but it was his decision.

We certainly haven't spent bugger all on player acquisitions during their time. It's just the money has been truly horribly spent. If they had given a fraction of what has been thrown down the drain to a competent management and scouting team with control over purchases when they bought us, we'd be a comfortable championship club at the very worst. But they thought they knew better and ultimately trusted the wrong people, who had very little idea of what competing in English football required. They say they've learnt from their mistakes, and yet some of those people are still listened to, which is a total joke considering their abject failure.

That point about 'not having similar losses' means that optimists might say that we could have something to play with as all of the player sales fell into the subsequent year to the £13.5m loss. But yes, for FY 17/18 which this transfer window falls into... to not take a loss like that again, with much less money coming in, you'd have to assume we've got to ship a decent amount of cost out in wages and/or fees.
I think he's been told very recently to shift an absolute tonne of wages before even thinking about getting anyone in and we witnessed the earliest stage of his tantrum.
