The first row at the top has 1, then with two rows there are 5 (1 + 4), with three rows 13 (1 + 4 + 8) so there may be a formula, something likeMcBobbin said:

If four rows has 29, the formula could be correct. I count 26 which is a bit of a shame.
Having done a bit of searching, someone's already worked out the formula for this:
