The other 'line' that you think is 2-3 metres away is actually the edge of a white hoarding.

Think you need to get your eyes checked. At the end of the shadow or your line there is no corner flag or quadrant. He took it from a shadow.Chris_from_Sidcup said:

The touch line is just within the shadow, the bright white line is the top of the hoardings.
