I think they get registered with the FL on 1st Aug, with a subject to change period (as Wolves announced last night they'd announce them today as there were a couple of points to finalise with the authority...perhaps with their foreign signings whether they can have a shortened name or first name)

Perhaps because the season is starting (what feels like) so early this year? Especially coming off a tournament, it was expect that teams would still be being finalized...
They can't be published until next month. Olly sprained his wrist when he was typing up the article.
