Yes it is, they're banned from next season. Although pretty stupid when teams are playing in leagues sponsored by Sky bet, which i think runs to 2029.Ross said:

Holland have done a complete ban effective from 1 July, banning not just shirt sponsorships, but also promotional deals with competitions, teams and individual athletes.1 -
I look at the Preston and Watford sponsors, then I look at ours, and I truly wonder how people can complain so much about it?7

What will be interesting is to see what happens to the money for clubs. I'm sure these betting companies are providing huge amounts to clubs, and if the money isn't there then how will they pay for players and their salaries?
