Only 1st round as Gillingham played Middlesbro last year in 2nd round.
The second round is seeded. 7 teams get a bye then the top 25 teams left in the cup on last seasons league positions go into 1 pot and the lower ranked 25 teams go into the other pot. We having finished 9th last season will go in as a seeded team.
Looking at last years 2nd round fixtures i believe this to be true. Nobody from the Prem played each other.

What Im saying is you can draw a Premier League team in round 2, just not all of them...

The second round draw included the 35 winners from the first round plus the Premier League clubs that are not competing in European competitions: the UEFA Champions League and UEFA Europa League. The second round draw also included the top two highest ranked teams from last season not currently in the Premier League, these being Blackburn Rovers and Bolton Wanderers.
