On the russian rumour thread a question was asked about why are the league allowing parachute payments while also having FFP which is obviously a conflicting situation in terms of fair competition.
The League doesn't control parachute payments, but does have some influence over (tv) solidarity payments which it distributes.
The FL recently tried to implement a motion calling for compulsory relegation clauses, which would it felt resolve the issue that required parachute payments in the first place, and better distribution over the parachute money, to level the playing field. The premiership which controls this money and pretty much most of football nowadays, threatened to withdraw all monies (solidarity) money if the League didn't withdraw its proposals immediately.
So the answer is the Football League is trying but is powerless against the influence of the hard cash distributed throughout football by the premier league that now dominates our game, like a dealer to a dependent junkie.
There is a chink of light on the horizon though. The trust movement is growing and now exists at a large number of top tier (1& 2) clubs. I recently took part in some informal attempt to draft a joint statement between championship trusts which although may not be much it may be the start of something, in what is unprecendented cooperation between opposing fans - if and when it happens.
Its a small step however what it shows is there is growing discontent about the influence of SKY money throughout the game, this movement may grow in influence, along with what appears to be growing concern amongst politicians.
