Only if they're league 2 standard or above. Our youngsters are better off getting the quality coaching in the U21's side as well as playing week in week out instead of training a couple of days a week for a non-league side.
Youngsters I'd send out on loan to L1 or L2 are Pope, Cousins, Azeez, Bover. The rest are better off improving in the U21's.
The way things are looking at the moment these lads are our best hope for the future. We need to get them playing, otherwise it's a bit like teaching someone to play the piano and then not giving them an instrument to practise on.

True but if they dont play too well at the age of 18 in L2 on a 1-3 month loan then I dont think it will damage them too much. They come back, work on their game for the rest of the season and try again next year. These guys want to be professional footballers, and at some stage they need to be tested. By not playing a competitive league game until the age of 19-20, even as a sub etc, you have a very untested player. If they dont do well then at least they will be aware of what is required of them to improve and be a success, and will hopefully step up/try harder/work on their weakness.
As for teams not wanting to take on a player who played poorly at one stage, especially when young, dont think that's the case at all. Have seen plenty of shite loanees who still manage to get games elsewhere! There will always be someone willing to take a loanee from a club 2-3 divisions above! If Nouble can get a game after his performances for us, then anyone can!

id say the drop from Prem ressies to Charlton is slightly harder than playing in the conference.
plus perhaps Mancini will know more about Razak now than he would ever have learnt with him playing non competetive reserve football and carling cup games.

If they are deemed ready to go and will learn more at another club than playing in our U21 team (and if people want them) then they will go out.
But it will depend on the individual player and where he is in his development rather than a blanket policy of "Send them out on loan regardless".
Players like Poyet are only 17 or 18 in any case while Harriot was on the bench for the first team last week.
It was a decent standard, in a competetive league, infront of real fans.
Thats got to be better for development than an U21 game infront of a handful of people.
