I've read about this a couple of times and I just don't understand why Football League clubs have agreed to it. It seems that it will only favour Premier League teams. Does anyone have any other insight into it?

We hear about how many foreign players there are in the top flight and it's effects on the national team. We also hear about the few half-decent English players who are so incredibly over-valued that the top clubs are reluctant to buy them and invariably look abroad. The problem is small clubs that produce good quality youngsters but are expecting an over-inflated renumeration for doing so.
Is a 14yr old kid really worth £1.5m? Where is the incentive for a top club to take him on and develop him into a quality player, who may end up one day representing his country, when instead they can look abroad and find someone better value?
