McKay has brought in a Foreign Legion of stars like El-Hadji Diouf, Freddie Piquionne, Marc-Antoine Fortune, Pascal Chimbonda, Habib Beye and Herita Ilunga on short-term deals.
But that has not stopped Rovers being relegated from the Championship.
And boss Dean Saunders believes they now need some younger players with a “different mentality.”
Saunders, who intends to see out his three-year deal, admitted: “We have to rebuild with a different age group of players, a different mentality. I am confident I can get a squad together to take this club forward.
“Willie has done his best to help the club. He has worked his socks off to try and get players through the door and, without them, we might not have got as many points as we have.”
