I've always thought the best way for a penalty shoot out would be that all players on the pitch at the final whistle have to take a pen. so if you were down to 10 men you'd only get 10 pens to your opponents 11.

Not just Japanese they did that in our school football matches when I was palying about 10 years back.
Mooney's late goal took Orient to penalties. Cant see them surviving this year.

I fancied Orient to do well along with Stevenage, Hartlepool and (of course) Sheffield United as well as CAFC. I also fancied Bournemouth and Exeter to do badly. Errrr .. there is a long way to go .. come on you Osssssssssss

who decides who goes off? .. is it always the case that the 'keeper stays on until the finish ?

I've always been a fan of this as it envolves more skill than taking a penalty. Interesting that a JPT match has so many scored yet a world cup game doesn't.
