uploading images

sillav nitram

just tried to upload an image to go with my name but was refused, saying "i don't have permission" so presumably, possible copyright issues? how is this monitored and is it the site that does this or some other governing body and are there ways around this? 

having looked at other peoples images, i'd have thought that this ought to have applied to them as well, or have people got round this issue by cropping original image so that it differs?

any help appreciated
