If its housing association I image they will be applying a lot of pressure. I would go through them rather than trying to deal with Virgin directly.
Good point. She actually owns her own maisonette (leasehold) but in a housing association block. She's not a tenant.

I used to live in a private owned flat n a housing association block. It really doesn't matter as they own the building and are therefore responsible for the connections going into it. If it were a freehold you could switch suppliers but as its not the housing association have to take responsibility.
When I've had to use them they were really good and got things progressed much quicker than I would now in my freehold. Its all about bargaining power!
Oggy, has your mum got any connections with Age Concern? They were very supportive and helpful when my mother had the occassional crisis and we weren't living locally. Best of luck.

my mum had similar problem, she employed a gardener to dig over her front garden. He severed the next door neighbours cable, it was only about 6" down and not protective cover. Neighbour wasn't happy but called virgin and they did it next day for no charge!
Surpised about Virgin media as when the phone was cut off from an old lady that I look after, they arranged for someone to go round within 4 hours. Im sure they said it was in their policy to act fast on when it involves the elderly.
