Not exactly true, Arsenal have a number of players out on loan at Spainish clubs till they can get work permits.
For example Carlos Vela was signed when he was about 17 and was loaned to 2 or 3 Spainish teams till he could get a UK permit.

they do it all the time. as Plaayer said, Arsenal for example have bought a few players without permits; Vela, pedro botelho and they've have just signed another young player called Galindo for 500k. Chelsea paid almost £4m for Slobodan Rajkovic, eventhough he couldn't get a work permit. he has spent the last 3 years in holland on loan. It's a gamble, but if that player turns out to be a superstar in the making, then it's well worth it.

I can't however think of an example of an English team buying a player who doesn't have a work permit from another English team. I'm not sure if that makes a difference mind-you.
Has really played for Angers for two seasons and their fans were really sorry to see him "return from loan" to Charlton. He's bound to show up somewhere soon.

We haven't agreed to sell him, I'd imagine it's just "a loan with a view to a permanent move" as they say over here. We've seen enough times loans like that don't always turn into permanent moves.
Get the feeling we'll probably never see him play for us but he's still our player so there's still a chance.

Some are actually scouts, there is or was one scouting for a non-league club that I know of. I'd imagine some of the foreign researchers are scouts for clubs as well.
