999 Emergency Mobile Calls

Why is it when you dont have a mobile phone reception you cant make or receive calls but if you have an emergency you can get a reception for a 999 call? Either the reception is there or it isnt surely!

Isn't it cos you can use another network for emergency calls?

I think it's because if you have no reception, your phone will roam for a network that does have reception and uses that.
