They have these at the stations to put away fans in before the police walking them to the game. There is some horrendus footage on the interweb of a train arriving at a station there are about 2,000 hoolies and 100 police there to welcome the away supporters off the train. Pretty sure Ross Kemp did a feature on it as part of his 'on Gangs' series

You wonder why anyone would be interested in going to away games.
