at the moment anyone can only do loan deals
Or sign players who are free agents/unattached etc, which doesn't include Kandol.

Yes but he didn't sign him then and now "at the moment" he can't do a permanent deal anyway until January at the earliest.
My guess is that any spare cash went into keeping Bailey, Shelvey and Racon and so nothing for transfer fees and not very much for wages hence Mckenzie, Sodje and Holden.
