League Clubs agree home grown player rule

Clubs vote for 'home-grown' rule

The Football League has voted overwhelmingly in favour of implementing new quotas on home-grown players from the start of next season.

At least four players in every 16-man match-day squad will have to have been registered domestically for at least three years before their 21st birthday.

Football League chairman Lord Mawhinney praised the clubs for their decision.

"Players coming through will have a greater chance to demonstrate their talent at first-team level," he said.

The new rule is in line with Uefa's approach and means players who have spent long enough registered to a domestic club will be considered as "home grown" regardless of their nationality.

Fifa had proposed a "six-plus-five" rule - which would have limited the number of foreign players to five - but this ran into problems with European law.

"I would like to compliment Football League clubs for having the foresight to make changes that will benefit the wider game," added Mawhinney.

"League clubs are at the forefront of developing young playing talent for the domestic game and are investing more than £40m a season in this important area."

The Football League proposal was voted in at a meeting at Derby County's Pride Park ground.

  • Does this include loan players?
  • at least 4-------------------- so what its saying is then 12 out of the 16 its all right for them not to be "home grown"

Exactly, it's not that great a ruling is it. And ""players who have spent long enough registered to a domestic club will be considered as "home grown" regardless of their nationality."
So how does it benefit our game if players like Todorov, Semedo, Bouazza and anyone else in England for a while are considered homegrown?
  • Hope we saw this coming.

A reason to hang on to Shelvey, maybe? (though £££ talks, unfortunately)

And won't do Rob Elliott's prospects any harm...
  • Other than Semedo surely every player in our team and subs bench from Monday would be consdiered "home grown" under those rules?

Not going to affect us really is it?
  • Shouldn't be a problem for us. We're going to be giving Elliot, Shelvey, Wright, Solly etc a lot more chances in the next few seasons, even if we stay up.

Well Semedo, Bouazza, Youga and Todorov. So no it won't.

Bouazza may even count, he started his career at Watford.

I think what it actually means is that 4 players will have to be "home grown" by the club they are playing for that week. That is, our 4 home grown players will have to have been registered with Charlton for 3 years before the age of 21. This would rule out most of our team on Monday, apart from Elliott, Fortune, Sam & Basey.

  • Does it not just say "registered domestically" i.e. in this country?

I dunno - that's just how i read it. There are an awful lot of league clubs without academies and the like so it seems unfair to make them "home grow" their own players.

If its the other way though - good!

It says registered domestically, I took that as just playing in this country for 3 years before 21. You might be right though, that wouldn't be a bad thing.
  • But it also says "Players coming through will have a greater chance to demonstrate their talent at first-team level". I read that as meaning they have to be home grown by their own club. It's a very important distinction isn't it?!!

It also says "players who have spent long enough registered to a domestic club will be considered as "home grown" regardless of their nationality." So therefore the likes of Bouazza and Todorov will count as homegrown as well.

Spent long enough = three years, which have to be before their 21st birthday.

So Bouazza may well count, Todorov won't.

Yes, but is that in general, or only by the club they played with for 3 years before the age of 21. I'm afraid the statement put out is as clear as mud & only raises more questions than answers.

    except dickson of course :-)))
  • I certainly thought it meant 'home grown' at the specific club, but it doesn't actually say that clearly, does it?!

Not sure what the point of it is otherwise - how many current squads would it affect?

Youga, although French by birth, quite possibly qualifies as he was brought here as an 18 year old.

And we've got the 2 young Danish lads Martin Christiansen & Mikkel Rikkel-Jensen or whatever his name is, once they've punched their time out, they'd qualify as home-grown and 3 years before 21.

But 'home grown' doesn't seem to refer to players that came through that specific club's youth scheme.

Therefore, Cranie, Hudson, Burton, Waghorn, Gray, Bailey, Weaver, Holland and others would qualify as 'home grown' as well as our youth team products who now play in the 1st team.
  • I was having a look about Youga, he signed in 2005 when he was 19, 20 a few months later, so wasn't signed young enough to be included.

Christensen was also 19 when he signed.

Jensen will count if he stays here a bit longer.

I don't think four players is enough for it to be a problem for us. The way we are I think we'll have quite a few English players at the club for a while.

  • Thanks for putting my right about Yougs and Christiansen, Sco.
    So they won't qualify.

Agreed, at this level there's always going to be a stack of English players to choose from.

Do I take it players from clubs in Wales, Scotland and Norn Iron are excluded as 'home grown'?
  • What happens to Premier League clubs when they are relegated? Does it mean that they then have to abide by the rules?
