Might be because Man City wanted a loan fee and/or x amount of wages paid.
I dont believe Sheff Wed are allowed to spend any money - and there is a cap on what they can pay in wages

Not too sure think it might have had something to do with wages as I read on the united site this deal was also close to being called off but united fronted all the wages and it got sorted out.
