Looks like England's opponents for the round of sixteen will be decided on fair play; Uzbekistan and Venezuela have identical records as third place teams in groups B and F respectively. W 1, D 1, L 1. Goals for 5, goals against 5.
Wonder if this is the first time it has been necessary to use fair play to decide who goes through?

Whichever 4 3rd placed teams qualified they had their matches pre set(guessing via a pre tournament draw of some kind)
Once they knew which groups the 4 3rd place teams had come from they knew which set of fixtures that had to use
