It's true that he has a lot of resources at his disposal but how many managers would have been able to turn John Stones into a centre back/right back somehow popping up in the number 10 spot and taking passes on the half turn? Or turn Nathan Ake, an OK centre back into a league winning left back. Same with Zinchenko, a fairly average centre mid. Being able to sign Haaland is a huge boon but remolding a team behind him until you've essentially redefined formations and turned some players who pre-Pep would struggle to get into another Champions League team's line-up into world-beaters is insane.
