EFL Statements Birmingham City/Peterborough United

Matthew Southall, Paul Richardson, and Maxi Lopez have all admitted to breaching EFL Regulations in respect of the Owners and Directors’ Test (OADT) following their unapproved involvement with Birmingham City Football Club in 2022.
Mr Southall also accepted a charge of Misconduct after admitting to signing a false declaration regarding his role as a Relevant Person under EFL Regulations. 
As a result of admitting the charges, Mr Southall is now prohibited from being a Relevant Person for a period of six months, three months of which are to be suspended until the end of the 2023/24 season.

Peterborough United has received a three-point deduction to be suspended until 31 December 2023 and been fined £50,000 after failing to comply with EFL Regulations.

The punishment imposed follows a full and comprehensive investigation by the EFL into the appointment of Mr David Paton as the Club’s Chief Executive Officer who took up the post in January 2022.

The Club failed to declare Mr Paton as a Relevant Person as per the requirements of the Regulations and allowed him to act in a role that brought him under the definition of a Relevant Person without receiving written authority from the EFL.

  • I've said it many times, if you want to get ahead of the game /get promoted etc then just do what you want. Exceed the spending cap, employ who you want as the penalties are never severe & certainly never fit the crime.

  • The slimeball will pop up within the year at some poor club in some capacity that gets him a few quid at the expense of anyone he can fleece. Quite why he’s not banned from involvement for life is baffling.
  • CAST have written to the EFL with a number of pertinent questions around this, such as whether Southall’s behaviour at Charlton was taken into account and why the sanction is so lenient.
    Problem is, apart from his tarts alleged 80k invoice for plumping a few cushions did he (& excuse me if I've forgotten something obvious, my memory is failing badly) did the slug do anything that was actually illegal while he lied away his time with us?

  • Civil rather than criminal illegal, but Southall was found guilty & fined £21k for unauthorised alterations to Companies House records of ESI registered address, and deletion/"resignation" of a number of directors.

    Other things, such as the disappearance of contents of the rented furnished Thames-side flat were probably not reported to EFL.

    As pointed out today on the Rochdale forum, according to EFL's document, Southall's involvement at Birmingham appears to have started on 1 Aug 2022, nearly 4 weeks before the new Dale directors bought back the shares purchased at inflated prices by Morton House, in their attempted hostile take-over.  Southall, of course, claimed to have bought a sizable portion of those shares from Morton House, which would mean that - contrary to EFL rules - he had simultaneous financial interests in 2 EFL clubs for the best part of a month.

    Whether Southall did ever get round to paying for those Dale shares is perhaps questionable - but someone made an estimated £0.7 million loss on their resale back to the club's board.  Oh dear; what a pity; never mind, eh?

    Wasnt it something crap like the fact that Sheff Wed had already played their last game, so the table had been decided blah blah bullshit
